In a news programme broadcast on Habertürk TV on 19 August 2024, Prof. Dr. Murat Volkan Dülger assessed a court decision ordering that an accused in a widely followed case be tried without detention; Zülfikar Ali Aydın, coordinator of the Habertürk news centre, also took part in the broadcast. The first part dealt with the nature of pre-trial detention as a protective measure rather than a punishment, the requirement of strong suspicion of an offence under Article 100 of the Code of Criminal Procedure (CMK), judicial control, and the fact that release does not amount to an acquittal. The function of the report of the Financial Crimes Investigation Board (MASAK) in investigations into the laundering of proceeds of crime and the effect of a possible change in the legal classification of the offence on detention were addressed. Policy on combating money laundering was then assessed with reference to the asset amnesty (varlık barışı) legislation and the grey list of the Financial Action Task Force (FATF), and the effect of proceeds of crime on the lawful economy and on businesses that operate within the rules was explained with an example. In the final part, illegal betting and the use of crypto assets in money laundering were touched upon.
