About the video

This is a recording of the ninth session in an online seminar series organised jointly by the Computer Engineers’ Solidarity and Mutual Aid Association, the Mechatronics Engineers’ Association and the Digitalisation and Industry 4.0 Association; the session was chaired by Sedef Akaydın, and the speakers were Prof. Dr. Murat Volkan Dülger and the lawyers M. Gökhan Ahi and Burçak Ünsal. In the first part, Dülger addressed how the concept of privacy has changed with the information technology revolution, surveillance capitalism, and the processing of personal data by companies and states. The other speakers then discussed the market dominance of technology companies from the perspective of competition law, the risk that the concentration of data in a single hand makes individuals predictable, and the effect of the internet on human rights. The granting of electronic personhood to robots, the ethics of artificial intelligence (AI) and autonomous weapons were considered; in this part Dülger touched on the criminal liability of AI entities, its possible effects on the theory of crime in criminal law, and the taxation of the internet economy. After life sciences topics such as cloning and gene editing, the speakers were asked whether a common international instrument is possible in IT law, and Dülger assessed the Council of Europe Convention on Cybercrime and the function of non-binding recommendations (soft law). In the question-and-answer part that followed Dülger’s departure, cryptocurrencies, the effect of remote working on employment law, the division of IT law into sub-branches and specialisation in the legal profession were discussed.
