In this episode of the programme One on One (Teke Tek), broadcast on Habertürk TV on 12 January 2021, Prof. Dr. Murat Volkan Dülger, together with Serdar Kuzuloğlu, assessed the protection of personal data in WhatsApp and similar messaging applications. The programme first addressed whether sharing data through these applications in work and school groups constitutes a transfer of personal data abroad within the meaning of Article 9 of Law No. 6698 on the Protection of Personal Data (KVKK), and the point that this is a matter for administrative sanctions rather than a criminal offence. It then covered the technical differences between WhatsApp, Signal and Telegram, the concept of privacy, blockchain-based messaging, the position of public bodies under the KVKK, and data processing by law enforcement and intelligence agencies. The final part dealt with the regulatory role of states in the face of account closures by social media platforms, personal data in distance education and the Message Management System (İleti Yönetim Sistemi).
