About the video

This is the recording of a training broadcast for lawyers by the Training Centre of the Union of Turkish Bar Associations, dated 2 May 2021; Murat Volkan Dülger joined the broadcast remotely and a moderator chaired the session. The first part explains how blockchain technology works and what a hash value is, the examples of notarial services and smart contracts, the difference between digital money and crypto assets, the distinction between coins and tokens, and the emergence of Bitcoin. It then turns to the risks of crypto assets, the fact that intermediary institutions were not subject to any specific rules at the time of recording, hot and cold wallets, the Central Bank’s regulation prohibiting the use of crypto assets in payments, and the inclusion of intermediary institutions among the obliged parties under the anti-money-laundering legislation. The next part deals with the cybercrimes in the Turkish Criminal Code (TCK), certain acts that are said not to be covered by the Code, differences in practice between the chambers of the Court of Cassation, and digital evidence. In response to participants’ questions, the discussion covers the competent court, the attachment of crypto assets, the legal classification of acts directed against crypto assets, seizure and taxation.
