Examining tender offences purely as norms of criminal law would cause these offence types to be treated in a manner that is remote from real life, incomplete and one-dimensional. Yet these offences concern many institutions that directly affect society, the economy first among them. For this reason, examining tender offences from a broad perspective and from many angles is important for revealing the functions they perform within the social structure.
