This is an excerpt containing the contributions of Prof. Dr. Murat Volkan Dülger to a discussion programme with several guests, broadcast on Habertürk TV on 30 April 2024. In the context of the debate on a new constitution, it dealt with whether constitutional amendment is a priority, the relationship between the rule of law and the investment climate, and the application of the constitution through the Turkish Criminal Code (TCK) and the Code of Criminal Procedure (CMK). Article 217/A of the TCK was assessed with regard to freedom of expression, and the obligation to implement the judgments of the Constitutional Court and the European Court of Human Rights (ECtHR) was addressed. In the final part, assembly in Taksim on 1 May, the structure of the Council of Judges and Prosecutors and the possibility of consensus given the distribution of seats in Parliament were discussed.
