In a news programme broadcast on Habertürk TV on 11 February 2023, in the days following the earthquake, Prof. Dr. Murat Volkan Dülger answered questions on the investigations into collapsed buildings and on the avenues of application open to earthquake victims. The sample criminal complaint petitions prepared together with lawyers and shared on social media, their submission to the chief public prosecutor’s offices through the UYAP Citizen Portal and e-Government, and the measure of a ban on leaving the country were described. As regards legal classification, conscious negligence and the second paragraph of Article 85 of the Turkish Criminal Code (TCK) were addressed; the scope of liability was examined not only for contractors but also for those who granted building and occupancy permits, the technical officers responsible and those charged with inspection. In the final part, the deterrent effect of sentences, the legislation on the execution of sentences and the debates on amnesty were assessed from the standpoint of criminal policy.
