This is the recording of a segment from a news broadcast on Habertürk TV dated 18 February 2023, in which Prof. Dr. Murat Volkan Dülger appeared as a guest. The segment dealt with how evidence is to be secured from the rubble after the earthquake, the role of the public prosecutor in the criminal investigation and the software published by the Union of Turkish Bar Associations to enable citizens to make video recordings. It then focused on the actions for damages that may be brought against contractors, architects and building inspection staff, the full remedy actions (tam yargı davası) against the administration based on service fault, and the effect in those actions of the criminal court’s findings on the facts. Finally, the problem of insufficient evidence in the cases brought after the 1999 earthquake and the need to collect and preserve evidence lawfully were assessed.
