This is because the code may sometimes serve more than payment or technical verification. It may be part of a consent mechanism for the sending of commercial electronic messages, for campaign and advertising messages, or for the processing of personal data for specific purposes.
For this reason, being told “We cannot complete your purchase unless you give this code” is not lawful in every case.
