In a programme broadcast on Habertürk TV on 5 October 2021, Prof. Dr. Murat Volkan Dülger addressed the question whether those who suffered loss as a result of the access outage on Facebook and Instagram the previous evening could claim compensation. A distinction was drawn between having a right and enforcing it; the position of advertisers and commercial users who have a contract with the platform and that of ordinary users were assessed separately, and the difficulty arising from the need to bring the action in the United States of America was mentioned. The matter was explained by the example of claims by advertisers against a television channel whose broadcast is interrupted, and the importance of contractual terms was addressed. In the final part, the question whether a regulation on consumer rights is needed in respect of uninterrupted service on social media was discussed.
