In a television programme broadcast on KRT TV on 14 February 2023, Prof. Dr. Murat Volkan Dülger answered questions on legal liability that arose after the earthquake. The programme first addressed, with regard to the buildings that collapsed, the scope of the liability of those involved in the construction, inspection, zoning and occupancy permit processes, as well as zoning amnesties. It then dealt with guarantor status and the legal framework of the offence of intentional killing by omission where aid is delayed, and with the volunteer-based civil initiative Legal Initiative for the Earthquake (Deprem için Hukuki Girişim). The final part explained compulsory earthquake insurance, the compensation claims open to uninsured owners and to tenants, the full remedy action before the administrative courts and compensation for loss of support.
