A news programme broadcast on Habertürk TV on 3 July 2023 discussed whether in-vehicle cameras could be made mandatory, after a road traffic accident had been recorded by such a camera. Prof. Dr. Murat Volkan Dülger assessed the cost of such an obligation, the use of the recordings as evidence in criminal proceedings and the status of a vehicle registration plate as personal data under Law No. 6698 on the Protection of Personal Data (KVKK); he also dwelt on the difference between handing the footage to law enforcement or the public prosecutor’s office and sharing it on social media. The other guest, advanced driving techniques expert Mert İntepe, described camera practices in corporate vehicle fleets and the culture of safe driving. At the end of the programme, the obligation to inform where cameras record the interior of a vehicle, the balance between privacy and driving safety, and the distinction between intentional killing and killing by conscious negligence were addressed.
